In Morocco, the average civil servant’s salary reaches 10,600 DH but conceals another reality
The average net monthly salary in Morocco’s public sector reached 10,600 dirhams in 2025. But more than 38% of civil servants earn 8,000 dirhams or less.
Over ten years, the average salary rose from 7,381 dirhams in 2015 to 10,600 dirhams in 2025, an increase of 43.6%. This rise was notably driven by promotions and salary increases decided במסגרת of social dialogue.

The differences remain significant depending on the categories. Employees classified at grade 6 and equivalent earn an average of 5,925 dirhams net per month, compared with 7,238 dirhams for grades 7 to 9 and 12,484 dirhams for executives at grade 10 and above.
Nearly four in ten civil servants earn less than 8,000 DH
According to the Human Resources Report of the 2026 Finance Bill of the Ministry of Economy and Finance, 38.44% of civil servants earn a maximum of 8,000 dirhams net per month. Around 10% earn between 4,500 and 6,000 dirhams.
Overall, 71.34% of employees fall within a range of between 6,000 and 14,000 dirhams net per month.
The bottom of the pay scale has also improved. The minimum salary in the public sector, set at 3,000 dirhams in 2015, rose to 3,500 dirhams in 2023, 4,000 dirhams in 2024, and then 4,500 dirhams in 2025.
