Morocco Builds National Fleet Strategy with Maritime University
The government is actively structuring the naval sector to build a highly competitive national fleet. Between the opening of a specialized university, tax incentives and a future Atlantic control center, the state strategy is unfolding.
To meet the ambitions of this strategic industry, the executive is planning the creation of a new maritime university. Currently, the number of graduates from the Higher Institute of Maritime Studies proves insufficient against a demand estimated at 1,100 annual positions. Major hubs like Tanger Med, Marsa Maroc and the National Ports Agency require significant qualified personnel. This future institution will have the mission of training tomorrow’s officers and sailors by focusing curricula on digitalization and scientific research.

This development is accompanied by strict reinforcement of navigation security. The supervising ministry is preparing the establishment of a new control center on the Atlantic coast, geographically located between Tarfaya and Laâyoune. Operating in coordination with the Royal Navy, this station will secure ships coming from South America and South Africa. This system will complete the territorial network initiated by the Mediterranean structure inaugurated in Tangier in 2010.
Ship construction also requires solid financial engineering. The Minister of Transport and Logistics, Abdessamad Kayouh, urges banking institutions to finance these heavy investments through dedicated guarantee mechanisms. On the fiscal side, the Chamber of Advisors validated the cancellation of a 10% levy imposed on ships in the finance law. The establishment of taxation modeled on the international tonnage tax system is also scheduled.

All of these projects stem from the conclusions of the first National Conference on Maritime Transport, organized in late May. Built around the slogan "Morocco, a rising maritime nation," this meeting defined unprecedented governance to modernize port logistics. By applying recent royal directives, the authorities’ objective is to succeed in the energy transition of the naval sector and quickly impose a sovereign fleet on commercial routes.
