Morocco imports its wheat, but Israel is counting on it in an emergency
Morocco is part of the system put in place by Israel to secure its wheat supply in the event of a crisis. The Kingdom is listed alongside four other countries in a strategy designed to maintain imports both in normal times and during emergencies.
The information appears in a communication from the Israeli Ministry of Agriculture and Food Security concerning the “Treat the Wheat” program. Israel states that it has concluded five cooperation agreements on wheat cultivation with Romania, Kazakhstan, Uzbekistan, Azerbaijan and Morocco.

The principle therefore goes beyond conventional agricultural cooperation. The Israeli Ministry of Agriculture specifies that these partnerships are intended to diversify the sources of wheat on which Israel can rely “in normal times” and especially during emergencies.
Morocco incorporated into a food security strategy
The rapprochement began to take shape in September 2023 in Marrakech. The Moroccan and Israeli agriculture ministers, Mohammed Sadiki and Avi Dichter, had signed a memorandum of cooperation and discussed wheat cultivation, water and food security in particular. A few months later, when Dichter concluded a similar agreement with Romania, his ministry was already citing Morocco among the countries previously incorporated into the Israeli system.
Israel’s objective is not to depend on a limited number of suppliers when global markets are disrupted. The program was developed following tensions over cereals caused notably by the war in Ukraine. The cooperation is based on an exchange: Israel provides, among other things, its agricultural expertise and technologies, while the partner countries are expected to help expand its wheat production and supply options.
The role assigned to Morocco is all the more surprising because the Kingdom itself must rely heavily on imports to meet its cereal needs. For the 2026-2027 campaign, the US Department of Agriculture still forecasts around 5 million tonnes of Moroccan wheat imports, despite an expected significant improvement in the domestic harvest.

Morocco thus finds itself in a unique position: a major wheat buyer on the global market for its own needs, it is simultaneously one of the countries on which Israel wants to be able to rely to diversify its supply system when the usual channels are disrupted.
