Three fugitives linked to Morocco continue to taunt Dutch police
Years after the searches were launched, three men closely linked to Morocco still rank among the Netherlands’ most wanted criminals. Two are suspected of having run a large-scale cocaine trafficking operation, while the third is wanted in several murder cases.
The Dutch police’s National Wanted List currently contains 17 fugitives designated as high priority. Sami Bekal Bounouare, Fahd el Kandoussi and Mohammed Najib Kajdouh are still among them.

The most recent case is that of Sami Bekal Bounouare. The holder of Moroccan and Spanish passports, he has been wanted since November 2024. Police suspect him, among other things, of organizing an assassination attempt against an Iranian activist in Haarlem and of being involved in a murder committed in the Netherlands in 2021. His name also appears in the investigation into the attack on former Spanish politician Alejo Vidal-Quadras in Madrid. A reward of 50,000 euros is being offered for any information leading to his arrest.
Wanted for more than three years
Fahd el Kandoussi and Mohammed Najib Kajdouh have been on the list since January 2023. Investigators consider them two alleged leaders of a vast network that imported large quantities of cocaine from South America to Europe. According to police, the organization is believed to have handled tens of millions of euros a year.
The two men are also suspected of having used groups tasked with committing violence. Several shootings have been attributed to them as part of the investigations. El Kandoussi was notably sentenced in absentia to twelve years in prison for ordering gunfire against a chalet in the context of a conflict linked to cocaine trafficking.
Morocco occupies a particular place in their flight. El Kandoussi stayed there for an extended period, and his last known location to investigators was the kingdom, where he had also spent a short time in prison. Kajdouh was born in Morocco, holds Moroccan and Dutch nationalities, and has likewise been located several times between Morocco and Dubai. Police also mention links to Turkey and suspect the use of forged documents.

More than three years after El Kandoussi and Kajdouh were added to the list, and nearly two years after Bounouare’s addition, none of the three has been removed from it. Despite international searches and leads passing through Morocco, Dubai, Turkey and even Latin America, they remain among the fugitives whom Dutch police are still seeking to arrest.
