France rejects his student visa twice: this Moroccan man wins his case in an emergency
Admitted to a Master’s program at the University of Lille, a Moroccan man had his student visa rejected twice by France. Just days before the start of the academic year, the court suspends the second refusal and orders the administration to review his application within 48 hours.
The Moroccan man wished to join the first year of the Master’s program in Applied Mathematics. His aim was then to prepare for a doctorate, according to the order issued on 4 September by the Nantes Administrative Court.
But the French consular authority in Rabat rejected a first application on 22 June 2026, followed by a second on 13 July. In both cases, it considered that the information provided to justify the purpose and conditions of the stay was “incomplete and/or unreliable”.

The applicant contests the second refusal. He points to the seriousness of his academic and professional background, the coherence of his study project, as well as the financial and material guarantees provided in his application. For its part, the Ministry of the Interior cited, in particular, a risk that the student visa could be diverted for migration purposes.
As with other Moroccan students facing administrative difficulties in France, the timing plays a decisive role here. The arrival deadline accepted by the University of Lille was approaching, and the Moroccan man risked losing an admission obtained after his application had been selected.
The judge doubts the grounds put forward by France
The court considers the urgency to be established. Above all, several of the Moroccan man’s arguments are deemed sufficiently serious to raise doubts about the legality of the refusal.
The judge notably points to the insufficient reasoning provided for the consular decision. He also considers that the arguments challenging the seriousness and coherence of the study project, as well as the risk of diverting the visa for migration purposes, can be seriously called into question.
The decision of 13 July is therefore suspended. The Minister of the Interior must have the visa application re-examined within 48 hours of notification of the order.

The State must also pay the Moroccan man 800 euros for his legal costs. However, the decision does not grant him his student visa directly: it requires the French administration to urgently review his application and issue a new decision, while the start of his university term is imminent.
