In Morocco, up to 9 in 10 girls obtain a certificate to avoid sports at school
Up to 90% of Moroccan girls use a medical certificate to be excused from physical education. This surprising finding appears in an official European Commission document devoted to youth in Morocco.
The information appears in an annex from the European Commission concerning the “Morocco: Active and Creative Youth” programme, endowed with 16 million euros. Brussels describes the place given to sport and cultural activities in primary and secondary education as “negligible,” before adding that “up to 90% of girls” use medical certificates to avoid sports classes.

The document does not present this figure as an isolated anecdote. It places it within a broader picture marked by unequal facilities, a lack of supervision, insufficiently trained teachers and the low valuation of physical and cultural activities at school. The Commission believes that this situation hinders young people’s personal and social development.
Brussels also highlights the fact that gender disparities remain significant. The widespread use of medical certificates by girls is presented as one of the most visible symptoms of a deeper malaise surrounding girls’ participation in sports in schools.
Europe wants to revive sport and culture among young people
It is precisely to address this type of obstacle that the European Union is putting 16 million euros on the table. Its programme aims to strengthen young people’s participation in social, cultural and sporting life, support their creativity and improve their inclusion.
The European document recalls that Morocco has more than 7 million young people aged 15 to 29, in a context marked by high unemployment and strong social vulnerability. For Brussels, Moroccan youth remains a major resource, but still suffers from insufficient access to spaces for personal development, expression and activity.
