The measure appears in the version of the National Defense Authorization Act reported to the U.S. Senate. If the text is adopted, the Secretary of Defense will have 180 days to conduct a comprehensive assessment of phosphate supply chain vulnerabilities.

According to the bill published by the U.S. government, this study must measure the dependence of military operations and the defense industry on imported phosphates, as well as risks linked to the concentration of foreign suppliers.

Morocco placed at the heart of supply risk

The Pentagon must notably examine the market share and geopolitical risk profile of Morocco, China and other major producers. The text cites armed conflicts, sanctions, trade restrictions, export controls and practices of companies controlled or influenced by states among possible causes of supply disruption.

Phosphate is used in the manufacture of ammunition components, propellants, pyrotechnic products, flame retardants and energy storage systems. Its derivatives are also used to protect metals against corrosion and in fertilizers necessary for military food chains during emergencies.

Washington also wants to know the state of its domestic production and stocks. The study must determine whether American reserves would cover military needs during a six, twelve or twenty-four month interruption, and verify whether alternative materials or suppliers could quickly replace phosphate in the most critical applications.
