Morocco Russian Diesel Dependence Crisis Supply

Russia has imposed a ban on diesel exports until July 31. According to Reuters, Moscow wants to strengthen supplies to its domestic market, as Ukrainian strikes against refineries have created fuel tensions.

Russian Deputy Prime Minister Alexander Novak explained that this measure should increase available volumes in the country. Russia also plans to import fuel in July to address the situation.

For Morocco, the issue is not an immediate supply cut, but additional pressure on an already sensitive market. The kingdom depends entirely on diesel and gasoline imports since its only refinery shut down in 2015. In April, the Energy Ministry indicated that stocks covered 51 days for diesel and 55 days for gasoline.

Morocco among Russian diesel clients

Reuters indicates that Morocco was among countries receiving Russian diesel shipments in June. As early as March, maritime transport data listed Morocco among importers of Russian cargoes, alongside Ghana and Syria.

Russian diesel and gasoil exports by sea had already declined sharply even before the formal ban. In June, they fell 39% compared to the previous month.

The Russian decision could therefore indirectly weigh on supplies and prices, especially if other buyers must turn to the same alternative suppliers. Morocco has diversified its supply sources, particularly toward Europe and the United States, but remains exposed to international shocks.

This crisis above all highlights the fragility of a country without national refining capacity. As long as Morocco depends on external markets for refined fuels, every tension in global diesel markets could impact its supply margins and potentially its prices.
