On June 1, 2026, Morocco will launch a national register of powers of attorney related to real rights. This reform by the Ministry of Justice aims to secure real estate transactions and prevent land fraud through increased traceability.
Abdellatif Ouahbi, the Minister of Justice, has officially implemented Law No. 31.18 through a circular addressed to the National Agency for Land Conservation. This text, adopted in 2019, modifies the legislative framework of obligations and contracts to better regulate land operations.

The effective entry into force follows the publication of the 2024 decree and a ministerial decision of October 2025. Any real estate transaction carried out by power of attorney will now have to be registered in advance with the registry of the competent court. This mechanism imposes a systematic digital traceability of all the mandates used. The courts had to adapt their computer systems to integrate this new public service of justice.
