Without a response from the Drôme prefecture, a Moroccan man loses his engineering school, work-study placement and housing
Admitted to an engineering school after a preparatory program, a young Moroccan man saw his education abruptly interrupted. His work-study placement was terminated, his training halted and his housing lost. He was supposed to be able to re-enroll before 31 August 2026.
Born on 1 October 2005 in Oujda, he entered the Schengen Area on 22 July 2020 with a long-stay visa issued by the Belgian consular authorities in Casablanca. He states that he arrived in France in August 2021, where he was taken in by his mother, who was in regular status, and enrolled in school.

He obtained a technological baccalaureate in July 2023, then joined a preparatory program for the grandes écoles at d’Arsonval high school in Saint-Maur-des-Fossés.
On 10 September 2024, having been an adult for nearly a year, he submitted his first residence permit application to the Essonne prefecture. He was given a receipt valid for three months, followed by another on 22 September 2025.
At the start of the 2025 academic year, the Moroccan man was admitted to an engineering school in Saint-Étienne. On 13 November, he asked the prefect of Drôme for exceptional admission to residency.
Work-study placement terminated, training halted
The prefecture did not respond. According to the information cited in the order issued by the Melun Administrative Court on 29 June 2026, this situation led to the termination of his work-study contract, the halt of his training and the end of his lease in Valence on 31 March 2026.
The young man then returned to live with his mother in Boissy-Saint-Léger. Considering that an implicit refusal decision had arisen in March 2026, he took the matter to court. In summary proceedings, he explained in particular that his administrative situation prevented him from resuming his studies and that the deadline for re-enrolling at his school was set for 31 August 2026.
He requested the suspension of the refusal, as well as a temporary residence authorization allowing him to work and travel.
But the judge did not find that there was any urgency. He noted that, in these proceedings, the Moroccan man had not demonstrated that he had entered France legally, or even provided the date of his entry. He also pointed out that, after becoming an adult on 1 October 2023, he had waited nearly a year before taking steps to regularize his status.
The court also noted that he had not challenged a previous implicit rejection decision arising from his first application submitted in Essonne, before his admission to engineering school.

His application in summary proceedings was therefore rejected. However, in this order, the judge did not rule on the merits of the proceedings brought separately against the refusal of residence.
