In Morocco, 2.9 million young people are not working, studying or receiving any training
Nearly 2.9 million Moroccans aged 15 to 29 are not working, studying or receiving any training. Around 70% are women, according to a new document from the European Commission.
The figure appears in the European Commission’s “Morocco: Active and Creative Youth” programme, adopted as part of the European measure in favour of Morocco for 2026. Brussels is relying on data from 2023.

These 2.9 million young people are classified as “NEET”, meaning neither in employment, education nor training. They account for more than one in three Moroccans aged 15 to 29.
Seven out of ten are women
The situation particularly affects young women: they make up around 70% of this population. The Commission states that most are married and remain at home. It also notes youth unemployment of over 30%, with even higher levels among women.
To try to address this situation, the European Union is providing 16 million euros for its new programme dedicated to Moroccan youth. It is intended in particular to support social integration, skills, sport, volunteering and local community structures.

The starting point remains serious: in Morocco, more than one in three young people aged 15 to 29 was outside employment, education and training in 2023.
