Moroccan doctors face fines of up to 300,000 DH
Failing to update a patient’s medical record could soon prove very costly in Morocco. A bill provides for fines of up to 300,000 dirhams while also granting patients new rights over their health data.
Bill 52.26 aims to create a shared medical record for every patient, usable in both the public and private sectors. After each consultation or medical procedure, the professionals concerned will have to update it with the information necessary for diagnosis, treatment and follow-up.

And the legislator has provided for a particularly deterrent penalty. A healthcare professional or the person responsible for an establishment who fails to comply with the obligation to update this record would face a fine of between 50,000 and 300,000 dirhams. The same range is предусмотрed when an establishment fails to connect its computer system to the national system within the prescribed deadlines.
The text is not yet a law in force. The General Secretariat of the Government states that Bill 52.26 on the integrated national health information system was submitted to the House of Representatives on 31 July 2026.

For patients, the reform introduces an equally important new feature: access to the record will be tracked. Everyone will be able to consult their medical information electronically, download their record, request the correction of inaccurate data, and also find out the history of the people who have accessed their data.
A patient may also request that certain information not be visible to certain professionals or establishments, except when access to it is necessary for continuity of care.
The bill also targets indiscreet consultations. Illegal access to a shared medical record could be punished by three months to one year in prison, together with a fine of up to 200,000 dirhams. Other illegal uses of health data are also subject to criminal penalties.
Implementation will be gradual. Establishments will notably have a period of up to 24 months to connect their systems after the necessary technical rules are published.

Morocco thus wants to replace the medical information currently scattered among practices, clinics, laboratories and hospitals with a record that follows the patient. And to compel the entire system to update it, the bill puts forward a penalty of up to 300,000 dirhams.
