Morocco 2030 World Cup Roads Cost 19 Billion Dirhams Infrastructure
The Moroccan government is allocating 19 billion dirhams to modernize its road infrastructure ahead of the 2030 World Cup. This massive budget will finance new strategic routes, particularly around the future Grand Stadium in Casablanca.
Access to the new Hassan II stadium, located in Benslimane, concentrates a substantial portion of investments. A partnership agreement allocates 5 billion dirhams to improve traffic flow around this sports facility. Specifically, 3.9 billion will finance direct access roads, while 1.1 billion will be used to redesign the highway interchanges at Aïn Harrouda and Sidi Maarouf. Meanwhile, construction of the continental highway connecting Rabat to Casablanca over 59 kilometers has already begun, with a budget of 6 billion dirhams and mandatory completion before the competition.

This momentum is also accelerating construction projects across the rest of the country, pushing the highway network beyond its current 1,800 kilometers. The Ministry of Equipment and Water is planning a new development program with the National Highway Company. The year 2025 was marked by the completion of the Tit Mellil - Berrechid section spanning 29 kilometers. Further north, construction of the Guercif - Nador route continues over 104 kilometers, requiring financing of 7.9 billion dirhams.
Express roads are experiencing similar growth, reaching approximately 2,300 kilometers by the end of 2025, an increase of 819 kilometers since 2021. Multiple regions are benefiting from this expansion. Major projects include the Tiznit - Laâyoune, Fès - Taounate, Tétouan - Chefchaouen connections, as well as the link to Nador West Med port and various road improvements in Agadir.

To orchestrate these transformations, the law 35.25 established the Morocco 2030 Foundation. This entity coordinates the action of government departments and local authorities to ensure compliance with deadlines and international safety standards. In a parliamentary response, the minister recalled that these works go beyond the simple framework of the sporting event: they constitute a lever for sustainable economic development intended to improve citizens’ daily lives and strengthen the overall attractiveness of investments.
