Moroccans in Belgium on work incapacity cannot always leave freely for Morocco. When they receive benefits, a temporary stay in the country may require prior authorization from the health insurance medical advisor.

Leaving for a few weeks in Morocco during work incapacity may seem natural, especially to rest, reunite with family or get a change of scenery. But for people receiving benefits in Belgium, this departure must be prepared carefully.

The rules are stricter than a simple vacation departure. A person recognized as work incapacitated or invalid remains monitored by their health insurance. The medical advisor can check the medical situation, request information or summon the insured person.

Under the agreement between Belgium and Morocco, INAMI clarifies that a beneficiary of primary work incapacity or invalidity benefits can stay temporarily in Morocco. But they must first obtain authorization from the medical advisor.

This point is essential. Authorization must be requested before departure. The person should not wait until already in Morocco to regularize their situation. Without prior agreement, the stay can cause problems for maintaining benefits.

The medical advisor can block departure to Morocco

The health insurance must also be informed of the departure and the address of the place of stay in Morocco. This information allows organizing, if necessary, medical control procedures during the absence.

If the health insurance is not notified, the medical advisor can send a summons to the Belgian home. If the person is in Morocco and does not appear for the check-up, their benefits can be suspended until they appear.

The risk does not stop there. If the health insurance learns that the insured left abroad without the required authorization, it can request reimbursement of benefits paid during the stay. The departure can therefore have significant financial consequences.

Authorization is also linked to access to care during the stay. For Morocco, the health insurance can issue the form BE-MAR/MAR-BE.111, which allows access to immediately necessary care during a temporary stay. But this form can only be issued to a benefits recipient after the medical advisor’s agreement.

The document must be provided before leaving Belgium. Its validity period is limited, in principle, to three months. It does not cover a trip organized for the purpose of receiving medical treatment in Morocco.

People on work incapacity must therefore distinguish two things: the right to travel and the right to care during travel. Both go through the health insurance, but the medical advisor’s authorization remains the mandatory step to avoid a penalty.

For MREs concerned, the practical rule is simple: before leaving for Morocco, you must contact your health insurance, request the medical advisor’s agreement, indicate the dates of stay and the address in Morocco, then wait for confirmation.

A stay in Morocco can be compatible with work incapacity. But it must not be improvised. Without authorization, a family trip can turn into a suspension of benefits or a reimbursement request.
