MRE: Your Passport Is No Longer Enough to Register a Car in Morocco
Morocco has just changed the rules for vehicle registration. For Moroccans residing abroad, the new text specifies the documents that can be used to prove their residence when completing procedures in Morocco.
An order issued by the Ministry of Transport and Logistics, published in the Official Bulletin on August 3, amends the regulations governing registration, transfer of ownership, renewal and issuance of a duplicate registration certificate.

For MREs, the new annex concerning proof of residence lists three documents: a copy of a valid electronic national identity card bearing an address abroad, an administrative certificate establishing the temporary residence address in Morocco, and a copy of a valid residence permit abroad.
The change is significant compared with the rules previously presented by the administration, which notably referred to a residence certificate accompanied by a foreign residence permit or a valid Moroccan passport. In the new list specific to MREs, the passport no longer appears among the documents accepted as proof.
Cars Purchased Abroad Also Affected
The order also updates the procedure applicable to new or used vehicles purchased outside Morocco.
For a used car, the file must notably include the original foreign registration certificate and establish the identity of its owner. The sales contract must bear the signature of the seller named on that certificate.
The customs clearance certificate must also be issued in the name of the new owner, as must the future Moroccan registration certificate. These two requirements already existed and are maintained under the new system.
The reform also expands electronic procedures. Applications for registration, transfer of ownership, renewal or a duplicate may be prepared electronically in accordance with legislation on the electronic exchange of data.
These changes appear in Order No. 640.26 of the Minister of Transport and Logistics, dated March 26, 2026, and published in the Official Bulletin on August 3, 2026.
