Studies Abroad Without Moroccan Passport: MRE Children Eligible
Not having a Moroccan passport or Moroccan national identity card does not automatically exclude a diaspora child from the currency exchange facilities granted for studies abroad. Foreign persons born to a Moroccan father or mother are expressly eligible.
Moroccan regulations do not reserve transfers related to studies abroad exclusively to students of Moroccan nationality. They also include foreigners born to a Moroccan parent who have neither a Moroccan passport nor a Moroccan national identity card.

An MRE child possessing only the nationality and identity documents of their country of residence can therefore benefit from this scheme. This possibility does not, however, constitute a scholarship or public funding of their studies. It allows the legal transfer from Morocco of the sums necessary to pay justified expenses.
According to the Office of Exchange->, the persons concerned can file a "studies abroad" application with a Moroccan bank, like resident Moroccan students and MREs.
Moroccan passport is not mandatory
The scheme covers post-secondary studies pursued abroad as part of an academic curriculum or professional training. The educational institution may be public or private.
Authorized expenses include tuition fees, up to the amount requested by the institution, as well as living expenses. These are set at 15,000 dirhams per month, but a higher amount can be transferred when a document from the institution, a consulate, an embassy or a competent authority justifies it.
Rent and related charges can also be paid from Morocco. This includes notably syndicate fees, certain taxes and fees related to the conclusion of the lease. The bank can transfer the money to the student’s account or directly to the landlord’s account.
When a security deposit is provided, its amount can reach three months’ rent. At the end of the lease, the recovered deposit must be repatriated to Morocco within 60 days or be used to pay remaining rents and charges.
A bank file to open
To benefit from these transfers, the file must be domiciled with a single Moroccan bank. An enrollment certificate, pre-enrollment or equivalent document issued by the foreign institution must be submitted at the beginning of each academic year or period.
In case of simple pre-enrollment, the final certificate must reach the bank within four months of the first payment. Tuition invoices and, for housing, the lease agreement or certificate from the accommodation facility are also part of the requested supporting documents.
Living expenses can be transferred to the student’s account or charged to an international payment card issued by the domiciliary bank. Tuition fees can be paid to the student, to the foreign institution or to an organization mandated by it.

Moroccan lineage therefore opens access to these facilities even in the absence of Moroccan identity documents. For diaspora families whose children only have the passport of their country of birth or residence, this provision can facilitate the financing of higher education abroad using funds available in Morocco.
