To move its consulate in Casablanca, Washington had to train its employees… for the change
The move of the American consulate in Casablanca to Casa Finance City gave rise to a rather unusual contract: Washington hired a company to prepare its own employees for the change. The first attempt was even canceled for lack of funding.
The story appears in a decision by the U.S. Government Accountability Office concerning a dispute between the State Department and a company bidding for the contract. The contract involved a condensed “change management” program intended for all consulate staff.

The objective was very concrete: to support the move from the former premises in the Gauthier district to the new diplomatic complex built at Casa Finance City.
The first contract canceled for lack of funds
The State Department launched an initial solicitation in September 2025 and selected a provider. But on November 17, it ultimately canceled both the contract and the tender, citing a lack of funding. It promised to restart the process if the money became available again.
That is what happened a few months later. Washington launched a new solicitation covering virtually the same training, still intended to prepare staff for the move from Gauthier to Casa Finance City. A new contract was ultimately awarded on March 27, 2026, this time to another company.
The episode does not mean that construction of the new consulate lacked funding: the cancellation concerned only this small change-management training contract. The new diplomatic complex was in fact inaugurated at the end of April in Casablanca.

But the American documents reveal a rather unexpected behind-the-scenes aspect of the move: before changing addresses, the United States consulate had planned to train all its staff… to cope better with the change.
