Tangier-Tétouan: the highway is moving forward on paper, but still not on the ground
The highway between Tangier and Tétouan is nearing the end of its studies, but not yet the construction site. Nizar Baraka says the technical work is nearing completion. Yet the project still does not appear among the new highways officially scheduled by the state and ADM.
The Minister of Equipment and Water indicated in July that the studies for the Tangier-Tétouan highway were “nearing completion.” This future link, approximately 60 kilometers long, is intended in particular to improve travel between the two major northern hubs and their connection with the existing highway infrastructure.

The project has thus passed an important milestone after several years spent in the study and updating phases. But no official date for the start of construction or the opening of the highway has yet accompanied this progress.
The contrast is all the more visible because the highway network already serves Tangier as far as Tangier Med on one side, and connects Tétouan to Fnideq on the other. Between Tangier and Tétouan, the direct highway link remains the missing piece.
Still absent from scheduled investments
In March 2025, the state and Autoroutes du Maroc signed their investment program for the 2025-2032 period. Endowed with 12.5 billion dirhams, it notably provides for the Rabat-Casablanca continental highway, Tit Mellil-Berrechid and the transformation of the major Aïn Harrouda and Sidi Maârouf interchanges. Tangier-Tétouan is not included.
Even more significantly, a new concession agreement between the state and ADM was signed in May 2026. The official document expands ADM’s scope to include new sections and explicitly cites Tit Mellil-Berrechid, the Rabat-Casablanca continental highway, as well as the operation of Guercif-Nador. Once again, Tangier-Tétouan is not mentioned.
This does not mean that the highway has been abandoned. On the contrary, Nizar Baraka’s recent statements show that its technical preparation is advancing. But between an almost completed study and a scheduled highway, several stages remain: finalizing the project structure, announcing its financing and setting a construction schedule.

For Tangier-Tétouan, the situation is therefore unusual: the project has rarely seemed so close to moving beyond the studies, but it still has neither a construction date nor an official delivery deadline.
